The ALFEBA processing center services related to the Bank’s chargeback operations are performed by the Processing center according to Regulations of international payment systems or proprietary systems of the Bank. Conflict situations related to internal transactions are resolved by the Bank independently. This services can be provided, depending on region and licenses.

Generation and submission of request for documents reflecting Bank’s BIN-range card-based transactions to International payment systems (Retrieval Request)

If the Bank must receive from other Acquirer Bank an original or copy of a card-based transaction where the Bank’s BIN was used, the Bank shall submit to the Processing center a duly completed Application for running Retrieval Request procedure (Form 021000023). The Bank is fully liable for information stated by it in the Application. The Processing center acting according to Application generates the electronic message Retrieval Request and sends it to the payment system.

Generation of Chargeback or Arbitration Chargeback based on the Bank’s BIN-range card, and its submission to International payment systems

The Bank shall submit to the Processing center a duly completed Application (Form 021000023) for running a Chargeback or Arbitration Chargeback procedure. The Bank is fully liable for information stated by it in the Application. On reception of Application, The Processing center generates the electronic message Chargeback/Arbitration Chargeback and sends it to the payment system.

Paper work for response to Bank-received request for transaction’s documents (Retrieval Request Fulfillment)

In response to a Retrieval Request (request for Bank’s transaction documents) received by the Bank, the Bank submits to the Processing center a corresponding Application (in a free form) – Retrieval Request Fulfillment. Receiving of the Application, the Processing center shall execute the documents noted in Application and prepare them for submission in according with requirements from the Bank and the payment system. 

Receiving of the Retrieval Request by the Bank, the Bank may determine standard operating procedures to be used by the Processing center. In that case, the Processing center shall execute and submit copies of the requested documents independently, informing the Bank about its actions. To determine the procedure, the Bank must inform the Processing center about its decision in written form.

Generation of a second presentment of Bank’s transaction (Second Presentment) and its submission to International payment systems

The Bank shall submit to the Processing center a duly completed Application (Form 021000023) for running a Second Presentment procedure. The Bank is fully liable for information stated by it in the Application. On reception of Application, the Processing center generates the electronic message Second Presentment and sends it to the payment system.

Execution of the Bank’s documentation within the framework of chargeback operations: Execution of support documentation

If an additional execution (translation) of the Bank’s support documentation is required apart from Chargeback, Second Presentment, and Arbitration Chargeback procedures, the Bank must mark it in the field “Additional processing of support documentation (translation)” contained in Application for the corresponding procedure (Form 021000023).

Execution of the Bank’s documentation within the framework of chargeback operations: Execution of other documentation

The Bank can send to the Processing center an application for registration of any other documentation within the framework of the Bank’s chargeback operations in payment system. The Processing center is entitled to refuse fulfillment of the Bank’s Application and shall notify the Bank accordingly within two working days by fax, e-mail, telephone or through the SM3000 system. When Application is received by the Processing center for execution, the Processing center prepares documentation in accordance with the requirements of the Bank referred to in Application, and sends it to the Bank.

Submission of Bank’s documents: Submission of Bank’s documents related to Retrieval Request Fulfillment, Chargeback, Second Presentment,  and Arbitration Chargeback procedures

The Bank reports to the Processing center the procedure for submission of the Bank documents to the payment system (documents are sent by the Bank or by the Processing center). The Bank can submit to the Processing center Application for automatic sending of all of the support documentation (by fax, mail or through the SM3000 system) to International payment systems or an issuing bank. In the Application for performing transaction-related Chargeback, Second Presentment, and Arbitration Chargeback procedures, the Bank shall specify in the field “Support Documentation” all the support documentation to be sent, stating the total number of pages.

Submission of the Bank’s documents: Submission of other documents of the Bank 

If Application for document submission is received from the Bank, the Processing center sends the documents stated in the Application, by fax, e-mail or through the SM3000 system (subject to the Bank’s instructions).

Submission of the Bank’s documents: Reprocessing of data on rejected transactions at the expense of the Cardholder

When an incoming files by the Processing center software are processed, the following kinds of transactions are rejected: 

  • Those based on Bank’s BIN-range cards whose numbers were not used on file;
  • Those based on cards blocked in the Processing center database;
  • Transactions acknowledged by the software as resubmitted ones.

In case of reception of transactions based on cards blocked in the Processing center database and entered into the International exception file, the Processing center shall submit Chargeback without any additional Application from Bank. The Bank receives that information in the report SMP9004.

As regards debit transactions based on cards whose account number was not on file, the Processing center shall submit Chargeback without any additional Application from Bank. The Bank receives that information in the report SMP9004.

 As regards credit transactions based on cards whose account number was not on file, the Processing center shall submit Chargeback without any additional Application from Company (Form 021000023). The Bank receives that information in the reports SMP9004 and SMP0052. 

Transactions based on cards blocked in the Processing center database only and acknowledged by software as resubmitted ones – shall be reprocessed at the expense of the cardholder.

Submission of the Bank’s documents: Fee Collection and submission to International payment systems on  request of the Bank

Fee collection is generated and submitted to the payment system by the Processing center on the initiative and on request of the Bank (Form 021000016). In the respective application, the Bank should state the card number, ICA of beneficiary bank receiving the commission, Fee Reason Code, the data of the event for which the commission is charged – for instance, the good faith letter date, the message block not exceeding 100 symbols, the commission fee amount and the currency code.
